UPDATE: A 14th application has surfaced from the bowels of someone’s Internet “junk email” folder at City Hall. Add Timothy Doherty to the list of candidates for the interim position on the St. Paul City Council. On June 12, the council will interview the 13, er, 14 candidates who applied for the temporary appointment.

Former St. Paul NAACP President Nathaniel A. Khaliq, the Pastor Devin Miller and SoulTouch Productions producer Robin Hickman are among those looking to represent Ward 1 on the St. Paul City Council for five months.
With Melvin Carter III resigning to take a state position, the city council will soon appoint a temporary replacement to fill his Ward 1 seat from early July through mid-November. Carter’s last day on the council is July 5, and the council is expected to make a decision on an interim council appointee shortly before then.
By the end of the working day on Friday, May 31, the city council had received completed applications from 13 14 candidates. The five-month position is open to anyone in the city of St. Paul, but council members have said they would prefer to appoint someone who lives in the ward and who will not appear on the November ballot.
(The winner of the November election will fill the remaining two years in Carter’s unexpired term. The seat represents Frogtown and the Summit-University neighborhoods, as well as parts of the North End and Union Park.)
The interim appointee is expected to be heavily involved in constituent matters and crafting the 2014 city budget, though the election winner will likely cast the final vote on the budget in December. A preliminary budget proposal is expected to come from the mayor’s office in mid-August.
